2027 infrastructure budget by province: NEP vs House bill

Compares each project in the President's National Expenditure Program (NEP) with the House-approved General Appropriations Bill (HB 10858, 3rd reading) for four programs: DPWH, Farm to Market Roads, the DOH Health Facilities Enhancement Program and Irrigation (NIA). Pick agencies and provinces to see what the House added, dropped, raised or cut.

Shows the NEP or House bill amount (red = lowest, green = highest), or the Change (green = the House bill gives more than the NEP, red = less; it follows the Total pesos / Per resident / % change toggle of the changes chart below). How to read this

  • Data: the BetterGov.ph FY2027 HGAB comparison files, shared with help from the BetterGov.ph team, for DPWH (17,613 rows), Farm to Market Roads (1,059), the DOH Health Facilities Enhancement Program (746) and Irrigation by NIA (1,013). House amounts are from the 3rd reading of HB 10858. Amounts are in pesos; a blank means that stage has no record, not zero.
  • Change groups come straight from the dataset's matching: Added in House (no NEP line), Dropped (NEP line with no House line), Increased/Decreased (same project, different amount), Different stretch (same road, different segment) and Unchanged.
  • Province is not a field in the source, so this page assigns it. District engineering office projects take the office's province, and city offices go to their geographic province (e.g. Butuan City → Agusan del Norte, Davao City → Davao del Sur). Central and regional office projects take the last province or city named in the title, limited to provinces in that project's region. When the title names none, the project goes to that region's province not stated bucket. All of Metro Manila counts as one area. Multi-region foreign-assisted projects have their own bucket.
  • Farm to Market Roads, DOH Health Facilities Enhancement Program and Irrigation have no implementing office in the data. Their province comes from a province or city named in the title, or else from a town name looked up in the PSGC list of municipalities (tagged Province from place name). Farm to Market Road titles almost always name the province. About half of the DOH Health Facilities Enhancement Program money is in facilities whose title names no place (regional hospitals, centers for health development), and Irrigation (NIA) titles mostly name only the irrigation system, so about 73% of Irrigation money cannot be placed in a province and sits in the Irrigation — location not in title bucket. Province totals for the health facilities and Irrigation are therefore incomplete.
  • Unconfirmed match marks House-only lines that the matcher thinks may be an NEP project under a different name. Likely same project marks NEP-only and House-only lines in the same province with the same amount and near-identical titles (often a typo). Both still count in the totals, as in the source.
  • Per resident divides the change by the province’s 2024 census population (Philippine Statistics Authority). Cities are counted in their geographic province, the same way projects are (e.g. Cebu City in Cebu). Money that could not be placed in a province (the not stated and multi-region buckets) is left out of the province ranking, so a province’s per-resident figure covers only the money placed in it and can miss part of what it actually gets. The nationwide figure divides all the money by the whole population.
  • Loan-funded marks the 29 DPWH foreign-assisted projects (financed by ADB, JICA, AIIB, KEDCF and other lenders). The House cut them from ₱117.7B to ₱44.7B. When one is placed in a province (e.g. the Laguna Lakeshore Road Network, −₱27B) it can dominate that province's change, so the Loan-funded: Exclude filter leaves all of them out to show the rest of the picture.
  • City/municipality and barangay are read from each project's title and checked against the official list of places (PSGC, PSA), only within the project's province. A project gets a town only when its title points to exactly one, and a barangay only when it also points to exactly one barangay of that town. Long roads, projects spanning several towns or barangays, and titles that name no place stay at the province (or town) level. Misspellings can make a place go unmatched.
  • Map outlines are from faeldon/philippines-json-maps (MIT; 2023 set, with the 16 highly urbanized cities and Maguindanao filled in from its PSGC 3Q 2026 maps), simplified to keep this page small, so borders are approximate. Provinces include all their money; a town or barangay is colored only by the projects whose title names it, so the town and barangay levels show less than the province totals. Colors are scaled so the 90th-percentile change gets the full blue or red.
  • Page numbers point to the NEP volume and the House bill volume each line was read from.
